Is there an online spaced repetition dictionary?

In general, I already got tired of googling and comparing resources (so don’t send it there). Decided to ask people's opinion.
In general, there is a case - I read books on a laptop (under Windows) at home and at work. Some words (to be honest - many) I do not know. We need an online service (preferably free), which:
1. By selecting a word in the browser, it gave its translation.
2. Added to the dictionary for interval repetition.
3. The ability to repeat words should be on the Android phone and on the desktop.
