Laptop processor not working at full capacity?

The problem is, i5 1035g1 1-3.6ghz processors
But in fact, it works at 2.4-2.5, although I set the maximum for everything.
The temperature while playing cs go is 71, but there are lags for a couple of seconds when the fps drops to 60. why?

Because the laptop manufacturer can customize the processor mode. And 2 laptops with the same processors can show very different performance because in one laptop TDP is designed for 40 watts, and bios is configured for this and allows turbo boost to work longer, while the other has 25W coolness and, accordingly, the processor does not go to maximum frequencies.
