Landing CMS or operation "I want to change the content on the site"?

Very often there is a situation when a client wants to edit the content on his landing page himself.
If you offer the development of all this on wordpress, then the cost does not suit them anymore.
Do you know a simpler solution with which in a minimum of time you can put the html layout on some simple cms that allows you to do nothing more than edit the text and pictures in the layout visually and it would also not be bad if, for all that, mysql was not needed

In this case, I write an editor in php that will suit the client. but it's php + mysql.
