Knockd doesn't pick up config after system restart?

For some reason, after restarting the computer, the service starts, but the config is not picked up. Hooks up only after the "service knockd restart" command.
It can be seen that the service first stops and then starts. And then the config is picked up. What is the cause of this disgrace? OS Ububtu 12.04 x64
In /etc/default/knockd service autostart is registered:

START_KNOCKD=1

Specify specifically to run with your config at startup
/usr/sbin/knockd -c /etc/knockd.conf

You can add a line like this to /etc/default/knockd: KNOCKD_OPTS="-c /etc/knockd.conf", I think it will be just the right way =)
