Jumping framerate, what could be the problem?

Hello everyone, a difficult question has assembled a powerful computer on paper, everything should be fine, but in practice in all games there are friezes and few frames, but in synthetics everything is buzzing. What could be the reason?

You took a non-gaming processor, and in heavy games it simply cannot cope. You can check whether this is so by monitoring the loading of the processor during the game, for this, either leave the task manager / resource manager open to see the graphs after minimizing the game, or use the specialized MSI Afterburner solution and display information about the loading of the video card / processor cores in the overlay.

As another person answered about timings and frequencies. As well as an option to change the motherboard, disable auto-overclocking to 3.9 and drive the processor higher. Although most likely the problem lies in the optimization. First, update the BIOS to the latest current version for your motherboard, then update the chipset driver and all similar ones, then take a look at the result. And so, just in case, I will say that the assembly is not optimal.
