The general answer is that it is as hard as becoming an expert in any other activity.
A narrower answer is depending on the goals. If you want to fully understand the theory, then for at least 5 years you will have to absorb textbooks, and then articles, and even reflect on all this. If the goal is application programming, then everything is simpler. It is enough to know one of the convenient languages ​​​​(C++ / python, etc.) and master some library (OpenCV, Tensorflow, etc.). With such a set of knowledge, it is already possible to find a job and further master the topic in the process.
