Is this some kind of “software compensation” for artifacts?

Just wondering, the video card lost the conder (it seems to be it). Artifacts appeared, but it is surprising that they are not in windows.
That is, even when loading a PC, when displaying information is different, in the BIOS, GRUB, arclinux - everything is in stripes, but in windows there is not one at all. Why does the driver compensate?
UPD. By the way, I forgot to say that in Windows the driver is from the manufacturer, and in linux - open xf86-video-ati

Most likely different parts of the video card are used. For example, in one case 3D acceleration is used, and in the other it is not. In any case, it is better to return the conder)
