How to freeze queue for new messages in Exim?

Good day to all.
It is possible to freeze messages in the queue exipick -i | xargs exim -Mf, but how to stop the processing of the queue so that new letters are not sent, but hang in the queue?

From the command line, it seems to be in any way. You need to edit the config. Look for the ACL that new messages satisfy, and enter the line "control = freeze/no_tell" there so that they are created immediately in the freeze status.
