Is this behavior normal for the Juniper ex4200?

I noticed something strange: on the graph in Zabbix for all VLANs, the outgoing speed is negligible compared to the incoming one:

At first I thought that the problem was somewhere in Zabbix, but with the help of snmpwalk I saw about the same data.
I take the data from ifHCOutOctets.
There was a question: what I do not understand in VLAN'ov monitoring? Or is this specific behavior for Juniper?
