Is this a problem with the video card or with the PSU or ...?

Hello. I recently upgraded my GT640 to a more powerful GTX550Ti. It really turned out to be more powerful, although it heats up like a boiler.
In some games (CS:GO, HotS, but not in Dota), FPS drops appeared (the screen freezes tightly) for several seconds (1-4) and the sound repeats (as if a BSOD is about to crash). Card activity at this moment is 0%.

Thanks for the replies, got it. The problem was in a buggy hard. Replaced it and everything is back to normal.

If I understand correctly, you have an Intel Core 2 Duo Processor E8500, which means that both the mother (LGA775) and RAM (DDR2) ... sadly, they are rather weak for such a video (IMHO). PSU has nothing to do with it, for such a card even 400 watts is enough. The games are big, everything does not fit into the video memory, you have to fiddle with the central percent. and upload as needed.
Although I would start to sort out the problem with the anti-virus utility, then into the hardware.

Throw in another more powerful PSU, for example 600W, and it will be clear ..
