Here is the site www.soap.in.ua/, I’m testing the VPS from zehost,
and the joke is that at www.soap.in.ua I have a website and at https://www.soap.in.ua/ access to the panel server management
.... and technical support says - this is the cost of isipi - connect SSL,
but I don't want SSL for example.
What is this hole?
is it only in ISPmanager?

There is no https without SSL. You can issue a free Let's Encrypt certificate: https://www.digitalocean.com/community/tutorials/n...

The panel should open on port 1500 - configure ihttpd
You can also create a stub subdomain and set it as default
