Is there such a type of remote access to a PC?

I have a computer that I use remotely all the time. It stands in the country and is always on.
When you need to reboot it, or reinstall the OS, or go into the BIOS, suppose you need to physically come and do it all there, there’s no way remotely.

Question. Is there any device that can be connected to a PC via HDMI and USB, so that it somehow transmits an image to me over the network, and receives commands from my mouse + keyboard and sends them to a remote computer?

The question lies precisely in the way the computer is managed, regardless of the OS, whether it is loaded, etc. About VNC, RDP, TeamViewer, etc. I know. About VMware, virtual box too.

If the computer is not very old and cheap, then in Intel it is vPro AMT in AMD it is Dash.
