Is there such a plugin for SublimeText or another IDE?

Hello!
I do layout.
Naturally, over time, a bunch of blanks accumulate - snippets. The problem for coders is that when adding html code, you need to add CSS code to another file.
Those. The plugin should do the following:
I add a snippet to the html file and it adds the specified rules for that snippet to the css file. Which lies, say, in the same directory, and if it is not there, it creates it.
Will be comfortable :)
