Is there something similar to the visual inspector for chrome, only for offline work?

Is there something similar to the visual inspector for chrome, only for offline work?
The visual inspector is good for everyone, but I would like to find something similar for editing HTML and CSS directly on disk, and only then upload it to the server.
Or vice versa, to work with your site via FTP with authorization? to save the results ...
Or something similar desktop, for visual formatting
