Is there some kind of server-side cache, since when you add a get parameter to a link, the cache is reset and all changes are applied?

I make changes in the code, but I don't see any changes on the frontend. Is there some kind of server cache, because when you add a get parameter to the link, the cache is reset and all changes are applied.

If this is not a cache, then what can it be?
