The essence of the problem is simple, you need to choose a payment gateway where, upon request, you can forcibly disable 3DS authorization via SMS for holding from a card. Has anyone come across a similar implementation?
This is necessary for the hotel website, where customers themselves provide their card details when booking a room through booking, and the hotel administrator must block the amount of the check-in guarantee from this card, if 3DS is enabled, then he naturally cannot do this, because an SMS comes to the client's number.

1) 3DSecure is not only SMS
2) 3ds is a property of the bank that issued the card, the bank is aware of such underprocessing and can disable 3Ds for several transactions
3) normal processing provides support for 3Ds

In general, following the results, I will tell you how my situation ended, maybe it will come in handy for someone. There are such processings, I communicated with almost everyone in our market, as a result, about 5 companies were eliminated, which had previously agreed on such a scheme of work. I deliberately do not indicate the names because such issues are resolved only by the results of negotiations and verification of a potential client by their security service, therefore, for other people, the same companies may refuse. For example, in my case, the director had to personally meet with a representative of the bank, where they discussed the conditions under which 3DS would be disabled, limits for such operations, and so on. So in any case, you will have to call everyone and discuss the situation individually.
