How to accept payments and make payouts on the C2C site?

Hello,
We are soon launching a startup based on the C2C model, that is, a buyer on the site makes a purchase from another user, and the service takes a small percentage for the provision of Hub services. The
question arose of how to correctly arrange the payment system on the site.
We see the following steps:
1. The buyer transfers money to the account of the service
2. The money is credited to the account of another user minus%
3. The seller user withdraws money to his details
Since I have never encountered anything like this, tell me which platform will best solve these problems? We are looking in the direction of Yandex.Checkout, but it is completely incomprehensible in it how to draw a conclusion, for example, on a seller’s card? Are there any viable alternatives?
I also want to test the idea first, so in the first months we plan to work as an individual, given that the turnover will be small, most likely it will not be necessary to open an LLC and problems with the tax. If the idea finds itself and is commercially successful, of course we will open an LLC

Unfortunately, there are no Russian services that legally correctly close this issue yet (we are working on this in Europe, it will be applicable in the Russian Federation, but there are still 7-8 months before the launch).
And the main problem is that a payment by an individual - an individual with a "nibble on the way" service commission, so that the amount of the main payment does not go through the service, but only its commission gets into the service is complicated both technically and legally (In the USA there is a stripe - it provides such a service, but of course not for the Russian market).
There are solutions that allow you to accept the entire payment for the service (legal entity), then, minus the commission, send the payment to the physicist, but at the same time, the tax burden on the Russian company will be about 49% (personal income tax + social contributions), and this fact will not suit you, I think.

You can accept payments in various ways, then you can also send money to various services, including bank cards.
After registration, a trading account is opened, within which all payments are aggregated, and you make payments in the right direction.
