Is there more altruism or how much do consultations cost?

Inspired by one recent question about projects for 2-3 sput...
Over the past two months, I rewrote my mini-site with the admin panel several times... I train on a cat, as they say. But from a one-page site with a primitive admin panel without any design, the structure of the project has grown to an incredible size, which now I am very, very confused ... I am sure that I have piled a garden.
In connection with this question. How and where can I get advice online? or meet for a business lunch? Is this generally practiced? How much would such consultations cost? Max time is 30 minutes.
You don’t need to rewrite the project for me, but don’t send it to the manuals either. Just to show "on the fingers" how to simplify my project.
Essence of questions:
1) The optimal structure of the project on the locale and a smart, painless transfer to the hosting.
2) Give comments on the implementation of the MVC project for both the one-page site itself and for a more complex admin panel.
3) Add. goodies a la gulp usage optimization

Without contemplating the code, I can only advise with a quote: divide and conquer. Short and to the point.

Get involved in the community. Find associates, make friends with colleagues "of interest." Skype, ICQ, gabber, whatsapp, to choose from. Profile forums, and these are the type of toaster. One is fiercely bored, yes.

There are freelance sites. Submit your task and set the price. There are no applicants - increase the price. profit.
