How to work with cookies in a file?

A small class has been written that involves authorization and some actions. It was necessary to perform some actions separately. To do this, I put all the cookies in a file, in the header of which I see "Netscape HTTP Cookie File". Depending on the actions, cookies need to be changed, but I did not find any methods on the Internet specifically for file cookies. At the moment, copies of cookies are being created, but it doesn’t work very well, and a crutch is a crutch. How to implement this process correctly or can it just delete lines in the file, but then how will curl understand that I have changed them?

Correct me if I'm wrong, because cookies are stored on the browser side, so what does the author want? via php to access local cookies for the current site or what?
