Is there life in state corporations?

On habré and toaster, the topic was raised many times that it is not necessary to work in various state-owned companies (that there is nepotism, low salaries, travel restrictions, bureaucracy, etc.).
And if we are talking about state corporations like: Gazprom-neft, Rosneft, Tatneft, Lukoil and so on. Those. companies that boast that they keep up with the times and so on. Is it okay to work there or not?

I always thought that it’s good in corporations, but you don’t need to work in startups, because there is familiarity, chaos, instability and other kindergarten.

Here, in fact, it does not really depend on whether the company is state-owned or private. Everything that you described in brackets can be found everywhere. Another thing is that, judging by what people say and write, this is simply more common in state institutions. It's not certain that it will necessarily be a combination of everything you wrote, but there will be bureaucracy and nepotism almost 100%.
Of course, everything needs to be checked as much as possible. But if I were you, I would be very careful in the state. company to go, but this is my personal opinion.
Anyone can brag. What's so difficult about it. It all depends on what "adequate" means to you: for different people it will be completely different conditions.
You don’t expect an answer like “everything is fine there, go and don’t even think about it!”? You have listed a bunch of different companies in which there are many different departments with completely different purposes and working conditions. Your question suggests an answer like "42".
Try to conduct an analysis based on open data on the Internet. For example, tax reports, profit reports, real innovations, vacancies, anonymous reviews, etc.

I am closely familiar with the situation in one local holding - there is nepotism and everything else from your list (except for state secrets - they have their own "secret") in full, and maybe worse.
But since not a single big company can work without IT now, then there are not bad places with normal salaries and normal specialists work there. But there are few such places and they are usually already occupied.
