Is there good software for internal orders?

In general, at our state-owned enterprise they decided to simplify the work with internal orders. Now all orders of the enterprise (management decisions, methodological documents, regulations, rules, policies, etc.) are published on the internal portal in the form of scanned documents. Administrators say that this is inconvenient and they want to be able to search, copy and have other functions, similar to pravo.gov.ru .

As one of the options, it is proposed to use mediawiki, which will also be a knowledge base (this task was also set). But, something I am tormented by doubts about the correctness. Is this a good idea? If not, what would you recommend as a solution (paid and free options)?

UPD: Unfortunately, document management systems are not suitable for us. We already have a document management system, it does not have the functionality of storing local regulatory legal acts. At the same time, it is impossible to change it, for certain reasons. Therefore, a separate solution is required, which can be attached to an internal portal based on Wordpress or picked up by a separate subdomain.

UPD2: Earlier we were given a number of requirements, which we analyzed and decided that we would purchase B*trix - it satisfies most of the requirements. Unfortunately, we are a state-owned enterprise, we have some peculiarities when planning expenses (at least for a year). Therefore, we were given the task to focus on creating a tool for searching and processing internal acts. Yes, we thought about finalizing WordPress, but in this case, the entire burden of filling will fall on the admin of the internal portal. Through the wiki, we are trying to distribute the workload to different departments through the concept of co-contention - each department will complement the wiki with their local acts and get rid of the bottleneck.

In fact, much is still not clear. After all, every company has its own rules. I recommend collecting more requirements . (It happens that they say you need a whole combine, and having analyzed the requirements, it may be enough to make 3 features in full).
The question of transferring data from one location / storage to another! Who will do it? (setting and dragging is possible, but due to relevance and other things. It is best to update the data, after all, a person. But here is a Human clock)
It is quite possible to do all this (if resources allow and the developers can) within your current portal.

As an alternative to MediaWiki, I suggest DokuWiki . A database is not needed for storage (this is both a plus and a minus), the markup is (much) clearer, access rights are assigned easier. Export (plugin) to pdf and odt.
