Is there any thread adequate hotkey manager for windows?
Is there a program that would allow adequate control of hotkeys in various programs? For example, working in Photoshop, so that other programs do not climb under your feet. Or, for a more extreme example, in VS Code. Where hot keys are interrupted in general by all programs, it seems. Is there any program that would allow you to see and control all hot keys in one field, so to speak, and, for example, with a type property that all keystrokes are sent only to the active window, and if you want to send something global, first hold down such and such a combination of keys and then the next set of pressed keys will go globally. Or so that you can set the priorities of the programs themselves: who is the first to respond to the combination. And - logically - so that you can select certain shortcuts as always global or tied to one thing. The same media buttons, for example, or, for example, all combinations using the win button. The same explorer - win + e.
If there is no such thing in Windows, maybe there is in Linux? Honestly, this will be the #1 reason to learn Linux.
PS Please don't offer ahk or autoit. They are, I worked with them. I made a script for myself so that the hot keys in Mozilla work adequately on all layouts. In a word, there is no desire to dig to the death.

You can try Actual Window Manager. Of course, he is paid, but he seems to be able to create hotkeys for specific programs and window classes, but the degree of flexibility in any case will be much lower than that of AHK.
I have not met universal software for managing hotkey settings. It's scary to keep such a cowboy in the system with general access to everything installed / running.
