Before proceeding with the implementation of my own algorithm, I would like to know if there is any ready-made search engine for MS SQL Server database. Its peculiarity should be that it compares the search query with the values ​​in the given column.
It is desirable, of course, that he be imprisoned for the Russian language and be able to work with words written in a different layout, but this is so, dreams already.

I can recommend sphinx. Excellent documentation, there is support for mssql, there are stemmers, there is a manual from Aksenov on how to take into account typos, make hints, etc. I am convinced that a lot can be added.
UPD: But, this is not an internal solution for mssql, but still a third-party search engine.
