Is there any other way to publish apps in the Apple Store?

Colleagues question. Now I am negotiating with a programmer of Android / iOS applications.
My question is - can I get the compiled file (I'm not very good at this... zip or ipa format). So that I can put it in my XCODE or Application Uploader and upload it to my already created Apple Store ...
He says that he has some kind of tricky Apple Store upload technology, and he cannot provide such files. And he wants 10k+ for publishing the application, and I say that I can download my friends from MacOS myself (I have Windows) ... but he’s not in any ...

You are being deceived in the blatant way
There are two ways to download the application
1) through xcode
2) through itc uploader
, the latter supports ipa, pkg, zip
This Application Loader is specially made for those who do not want to mess with XCode (PM, etc.)
