Is there any good Windows running program manager for multiple monitors?

Tired of getting confused where and on which window this or that program will unfold.
I would like something like a Mac's bar or something else, hanging on each monitor (downstairs, in the corner or somewhere else), showing the programs that are currently on this monitor

windows 10 will solve all your problems. be patient =)

If you need two taskbars on each monitor - install windows 8, it supports such happiness out of the box. If there is no way to update the system, look towards UltraMon.
