Is there an open-source tool for creating Russian subtitles from a video file?

Argh - recognizing Russian speech is a damn difficult task. I don't think you will find anything worthwhile.

To fully understand the complexity of your task, I recommend feeding the YouTube video, and be horrified by the result. If there are such utilities, then they do not excel in quality - it is easier to print subtitles by hand yourself.
