Is there an offline source cataloger?

Searched, didn't find anything clear. A lot of code fragments / small programs have accumulated in which it is impossible to find something you need. Therefore, there is a need for such a software.
Requirements for the program:
- free
- not overloaded with many different unnecessary features
- code highlighting is desirable (optional)
- comments on posts, search by comments
- offline
- branching
- the ability to save not only text documents, but also attach archives (desirable)
- archiving
Maybe someone has already used something similar? Recommend, thanks in advance!
