Please share your experience on how best to complete the task, with an emphasis on minimizing the cost as much as possible? For example, is it possible to do this: a webcam is connected to a laptop in a store, a certain program is installed that records everything that the webcam sees, then it sends a recording to a remote server and everything is stored there?

Question for question. And why do you want to put this one camera with a minimal budget? Watch the seller? OK. There is no piece of the archive, the seller says that he did nothing. And you don't give him anything. The laptop could reboot, the camera suddenly stopped being detected, the service sending the video died.
In fact, you organize a monitoring system for the seller, which the seller himself can turn off at his own discretion. And if such a video surveillance system itself dies even once, you will never present it to anyone. And no matter what the seller does, he will fight that everything collapsed by itself, and during this time there was not a single client (I encountered it in a tire fitting). So consider the economy, it seems to me that either do not put anything, or arrange some ivideon.
Ps if you are not the owner of this business, please contact the decision maker with this argument. Or for all the camera shutdowns, sellers will fuck you. The utility you are looking for, I saw in the software package at Logitech.

If you still want at least minimal reliability, you should look towards local (intermediate) storage, which has a guaranteed reliable connection with the camera (cameras).
The simplest: a registrar that will continuously receive and save the stream from the camera and, if possible (or request), pour data into the cloud.
Naturally, the registrar must be protected from unauthorized access by "suspects" and have a normal power backup.
In such a design, you can have a little bit of a guarantee that the incident will be recorded and subsequent proceedings will have material.
If you close your eyes to "naked China", then the Ali camera + recorder + hdd kit will fit in 150-200 bucks.
A slightly less reliable budget solution - cloud services - are inexpensive, but if there are problems with communication, there will be loss of information.
