What OS do IP cameras run on?
Linux or some special ones?

Periodically, you can find links, but then they die. The software is not completely open source.
In 99% of cameras, linux OS is a kernel from 2.6 to 3.x. Compiled with a minimum of drivers and features, rootfs also contains a minimum of software - usually all the software in busybox and the camera program separately. The camera program is a multi-threaded service that is responsible for all functions. There are also additional demons that monitor its work.
