Photo camera as an outdoor IP camera?

Greetings!
Now on the market there are relatively cheap photo cameras with good matrix characteristics and optical zoom. The idea arose that this could be used to make an outdoor IP camera and shoot, for example, natural beauties (if the place allows), weather, or even traffic jams. High-quality, originally outdoor HD IP cameras with good resolution are quite expensive, and a very high-quality camera can be bought for 5-7 thousand. The main question remains - how to turn it into a full-fledged IP camera? Of course, it will not survive frost and moisture, but if you hang it somewhere by the window, then what is the easiest way to receive a video signal around the clock or at least 1 photo frame per second? How to connect with a router or mini-server? How to control zoom remotely? What to do with nutrition? And won't it come out in total more expensive than buying a good specialized camera? :)

Regarding the camera control, I will duplicate my answer here on Habré, which I gave to a similar question.
Look at www.gphoto.org/ - a library that supports the management of a large number of cameras, both via PTP and proprietary protocols. You can also consider "hardware" options - but they may not fit the budget:
- a camera with IR or a connector for a wired remote control
- Arduino to control the camera via IR or by wire (you can also control via IR via LED on Com, LPT or audio card )
- EyeFi card for uploading photos to a computer.
The easiest option is some kind of Canon soap dish with chdk firmware and an EyeFi card - we activate the function of periodic photography and uploading photos via WiFi to the server.
