Is there an IDE equivalent to Adobe Flash Pro?

Hello, I'm looking for an analogue of a visual development environment similar to Adobe Flash.
Browser integration required.
Interacting with content using JS
Watched
Adobe Animate, suitable, but requires a paid subscription.
Sirverlight - IDE on it apparently is not present.
Google Web Designer - A strange product in which it is impossible to quickly draw and animate something. And how to organize programmatic interaction with the received content is unclear.

Maybe Intel XDK will do. It is somewhat reminiscent of Adobe Flash.
In general, here is a list of similar ones . For example, they offer Synfig Studio .

As an option, a bunch of Flash Develop - as an excellent IDE + Adobe Flash Pro for drawing, just export the graphics and connect them as a library in Flash Develop
Flash Develop works with AS3, JS, Haxe, etc. I don't know about JS, but great IDE for AS3

There is an IDE for Silverlight, this is Visual Studio, Unity can also integrate into the browser, and there are also Java applets, but they need permission at startup and are prohibited in the latest versions of Chromium-based, all of the above require plugins.
