Is there an IDE describing the syntax and functions of php, js?

I'm just starting to learn php, I haven't memorized the functions and stuff yet. I have to search for everything I don't know.
Are there IDEs, services, sandboxes, etc., to which one could go directly from the code to the documentation describing the element? (preferably for Russian documentation)

It's perfectly normal, you imagine that there are problems for which even the search does not know solutions. :)
The functions themselves are also in Notepad++, it is lightweight and not demanding on resources, what they do - you remember, usage examples will still be needed.
Undesirable.

Try to install adobe dreamweaver, there, when you select a function from the list, the documentation for it comes out
