Is there an easy and free graphic editor for Windows that allows you to draw in vector?

Gimp does not offer. Photoshop is not recommended. The first one does not suit you, the second one seems to be paid?
The pinnacle of the editor's creation is the graphics of the South Park level of the initial seasons (well, or something like that, in general, without 3D and any abstruse effects).
Of course the graphics are static, not animation.
The desired threshold for entering the artist's skill is a tanker.
