How to create an online picture of 660x440 pixels + insert text there?

You need to create pictures of 660x440 (or proportional to it).
So that I can insert any image on the background + add text.
And preferably online - without any photoshop - what can you recommend? urgently...

imagemagik - if you plan to perform actions with images on the back (on the server)
canvas - if you want to do it on the front (on the client)
