Dear habrauser! I understand that the question is not original, but searching and browsing articles like "better than 20", "50 alternatives" did not give an answer.
What you need:
1. Free or no more than $100.
2. Desktop software. Not a web service
3. Having "wizards/templates". For example, there is a header on all pages. We create a template, then paste it on the pages. If you need to change something, we change it in the template, and (miracle!) Everything changes on all pages.

One of the most inexpensive tools with master pages and templates is Adobe Fireworks, but it doesn't cost $100 either.
