There is an API for exchange rates, but is there an API for buying and selling currency (for example, USD/RUB)?

Or does the Central Bank of the Russian Federation (there are only exchange rates, or I didn’t find it), in general, many payment systems (for example, payeer) take the statistics of buying and selling currencies from somewhere?

PS Maybe there is some kind of bank API, it's just that Sberbank seemed to have it, but now it doesn't work
