Is there an analogue of habra in English, which has specialized hubs (Java/HTML/etc)?

A similar question was asked 3 years ago . I reviewed all the sites offered there from slashdot to reddit and did not find anything that would really correspond to habré. The essence of habra is in specialized hubs for specific technologies, I like to write articles in them and read the assembly of hubs. Most of them are news sites like Oracle sued Google , they are not specific and I am not interested in them.
And one more question - where to publish startups? For example, if I write some useful program, there is a “PR” tag on Habré, in which IT specialists sit and can appreciate it.

That's right, "if", purely theoretically, but in practice it is ten times more efficient to publish in thematic tags, I hope you can guess what to write "hello everyone. I created such a program and I want to promote it to you, come on, let's download, write a review , throw a donation to Yandex and so that everyone buys the pro version, I'll follow up " in any case, it's not worth it, if not, then there is nothing to do in business, at least in marketing (advertising).

As for startups - if you suddenly do one and it satisfies a number of conditions , then we are ready to provide a free blog so that you can write advertising materials outside the "I'm promoting" hub.
