Is there a VPN service with a desktop client and multiple exit points?

The blocking situation made me take a closer look at the market of paid vpn providers, and when I was browsing the n-th site, I realized what exactly I want, and there was not a single offer.

  • OS Windows
  • The presence of a desktop client that can act as a proxy server, that is, it listens to a certain port that I can specify as a proxy server.
  • I'm not interested in redirecting all traffic to the vpn tunnel!
  • What functionality would you like to see from the client:
    • View current activity
    • Indicate that, according to certain rules (traffic from the application, and / or by destination ip / domain), it should start going through vpn.
    • At the same time, I can choose the country in which the server of the vpn provider is located, from which my traffic will go to the public network.
    • And at the same time, different countries can be specified for different applications / types / domains at the same time. (it seems to be quite feasible, a tunnel to one provider's vpn server, and subsequent distributions to other provider's vpn servers, according to the specified rules)
    • And most traffic will simply use a standard Internet connection, bypassing vpn (or maybe not vpn).

This is the functionality that I am willing to pay for, but can someone provide it? Google this service did not work =(
