Is there a utility for mass creation of video from mp3 for subsequent upload to YouTube?

The situation is as follows: there are a lot of mp3s (about seven thousand, more than 22 GB), most of them are short and with a low bitrate. This is a collection of one site, collected by enthusiasts "from the world on a thread." A whole layer of culture, now thoroughly forgotten. Soviet retro music, in short. Site - sovmusic.ru
There is a fear that the site will close soon, as there have been no updates for 5 years and the admin has not appeared on the forum for a long time and does not respond to mail. However, for now, someone pays for hosting, since the site is still working.
In case this happens, I plan to upload the collection to torrents (it is not there yet), as well as to YouTube.
There are no problems with torrents in this regard, except for my narrow outgoing channel, but it's not scary, it will swing.
Why haven't I posted yet? Because the site admin earned, and maybe still earns some money, selling discs by mail (actually, as a fan of the Soviet song, I also bought a growing collection 3 times when it was on 2 DVDs, then on 4 and the last version - on 6 DVD) and I didn't want to undermine the site's source of income. I don't know why the other people who ordered the discs didn't put them out, maybe for the same reasons, maybe the target audience of this music doesn't really know how to make distributions. But if the site goes down forever, there will be no reason not to post. Although earlier on the forum, the admin, in response to my question about the distribution of this music, said that he supported its all kinds of distribution.
For the second taskI need a utility that would allow me to automate the creation of a video with a static picture on the background of these mp3s.
I see it this way: I add 300 mp3 files to the program, a picture for the background. And I click "Convert". At the same time, for each mp3, I am prompted to enter the name of the video in the input field, as well as overlay text that will be superimposed on the background image.
We chose 300 files, copied the name and description from the site to the first file, clicked "next". The first file went to be converted in the background, and I got textboxes for entering the name and description for the second file, and so on. And in the target folder, we received 300 videos, each of which has the file name from the name entered in the first textbox, in which a specific song plays in the audio track, and the video consists only of a static picture (single for the entire collection), on which a text description of this song is superimposed specific song from the second textbox, copied from the site.
Actually, this could be done by hand (youtube toolkit and MS Paint). But it will be very long. We need something to speed things up.
And I still don’t know if YouTube will allow posting about 7000-8000 videos on the channel. Could there be any problem with this?
There shouldn't be any problems with copyrights, because this is mostly socialist music of the 1920s...1980s, digitized by amateurs from old records, long forgotten by everyone except for a small number of centiels. At least I remember only 1 such case, when the song "Victory Day" was asked to be removed from the site. But if there are any pitfalls with copyright and generally with working with YouTube, I will be grateful for their description.

In principle, I found a more or less suitable utility, Bolide Slideshow Creator. But still not quite what I wanted, you need a lot of gestures.
By the way, adding text to the background image in advance in a graphics editor is faster than adding it through the utility. In the first case, we spend a minute, and the video is processed at a speed of X (on my processor, 30-40 seconds). And if you overlay through the program, the processing (creation) of the video becomes 3X ... 4X (two minutes).
