What should I do if YouTube videos are displayed in low quality on some devices?

When uploading a 4k YouTube video with a .MOV extension from a Macbook, it appears in extremely low quality on some devices. On a Macbook in 480p60 in the Safari browser, on iphone 12 max and iphone 11 in 240p in the application, on a laptop on windows 480p in the browser from Yandex. But the most interesting thing is that in my Chrome 98 browser all quality bars (up to 2160p60) are displayed, despite the fact that I have Full HD screen resolution on my laptop and 1080p quality in the application on my android smartphone.
What could be wrong, YouTube on Apple technology and a bad Yandex browser, human factor or something else?

If you recently uploaded a video, then you probably need to wait for them to be converted. Try changing the user-agent in safari and see what happens.
