Is there a tool to compare the current GPO settings with the default ones?

I inherited a server (Windows Server 2008 R2 Enterprise, not in a domain), the previous administrator of which actively "dabbled" with the group policy settings. I would like to know if there is any utility or perhaps commands in PowerShell that could give a list of what has been changed from the default settings.
