Is it possible to automate GPOs with scripts?

Comrades, is it possible to somehow reduce the number of possible GPOs using PowerShell or JS scripts, etc.?
For example, there is a shared folder, and there are folders with the names of employees in it. Using the GPO, create a shortcut to this personal folder: GPO - User Configuration - Settings - Windows Configuration - Shortcuts. There we create a shortcut to the desired folder. And what if there are 20-30 such users, making such a policy for each person is not an option. Can I somehow automate everything in one policy using variables?

I don't remember exactly, but the user account must be created from a template. Do everything there once. There is no need to automate anything else.
