Is there a timekeeping program that meets the requirements?

I searched here, but the last posts were published several years ago, and the requirements are somewhat different, so I'm asking it again.
You need a free time tracker (timing) for Windows or a chrome plugin that can still work with desktop applications.
He himself determines the period of downtime, periods of work.
Able to fix not only the program, but also the address of the browser tab.
Ideally, it can remember which applications / browser tabs belong to which category.
