Why is the file creation time incorrect in Windows if the namesake file was deleted a few seconds ago?

Hello. The problem arose when using Windows scripts, but is easily reproduced using notepad:
1. Open notepad and type any content
2. Save the file as C:\Windows\Temp\1.txt
3. Close notepad and delete the file
4. Open notepad and type any content
5. Save the file under the name C:\Windows\Temp\
1.txt in paragraph 2, and if more than a minute, then - the system time at that moment. Why is this happening, and how can I configure Windows to make this feature work properly?

Do you delete it in the trash or permanently?
Most likely, the database of records in the file allocation table on the screw does not have time to update.
