Is there a solution to optimize png and jpg images on the server with a type change depending on the size of the resulting file?

Image optimization

More than 600,000 pictures.
We need some kind of demon that slowly optimizes all available images, and then will optimize new images when they appear. Be sure to check which picture will be smaller jpg (let's say at quality 90) or png (necessarily optimized pngquant).
Some pictures are added by the parser, some manually.
How it is better to be with optimization in this case?
