How to compress animation up to 150 kb?

Hello!
There is a task to create an animated banner 1200 by 600 in size, and at the same time keep within 150 kilobytes.
I do the animation in Adobe Animate, save the video as a GIF (you can’t flash), reduce the number of frames to a minimum, reduce the color and quality, compress the pictures for the banner to 2 - 5 kb, but when saving, I still can’t do less than a megabyte, yes and the quality of the output is lame, and the planned animation cannot be done due to the small number of frames used, it turns out to be short and very fast (up to 25 frames).
Is there a way to do a normal animation to fit in 150kb?
