How and where can you create high-quality GIFs?

A gif can only have 2 transparency levels, either transparent or not.
You can animate in anything, even in 3D max, even in Photoshop. Choose to taste.
To make the gif smooth, you need to do 2 things:
1) Add a small motion blur.
2) Assemble as written here: How and in what program to create a smooth gif-animation?
