Is it possible to make a media file that reacts to the mouse cursor?

Is it technically possible to make a media file (for example: mp4, mov, avi, gif, etc.), which, when played in the player, will respond to mouse hover or click? (i.e. the picture will change depending on your actions)

Media is not.
The simplest and fastest is html + css / js - that's where it will turn out.
PS There is of course a perverted version in the form of a plug-in for the player and its own format ....

Xs how about the mouse. But do DVD players have all sorts of DVD menus that give interactivity?
For example, you can try this.
Another option is flash, but this is already outdated.

It seems to me that it is better to start from the original task - why such an interactive file is needed at all.
