Is there a solution for the site that allows you to generate a file according to the specified parameters?

Good afternoon!
The search does not return exactly what I need - perhaps someone can help me. I need a solution that will allow:
1) Create any completely arbitrary / flexible form on the site for the user to fill it in
2) Receive a PDF file as a result of filling out the form (preferably, of course, in other formats too) that would correspond to a number of specified formatting parameters (font, size, design, etc.)
3) It is important, but not required, the possibility of commercialization of work with the application.
The cost of the solution does not matter, as does the language or CMS. If there are no solutions, but there is an opportunity to develop something similar, I am also ready to listen. If you have any questions, I'm ready to answer.

Watch your hand: you don't need it. Of course, there are form generators and blah blah blah, but they still have to be considered for each individual case and corrected.
It all depends on the rigidity of the requirements, html -> pdf converters are usually used. For example, if you are for printing, the result must be reviewed and corrected if necessary.
I lead to the fact that you are looking for something that is not (judging by the above requirements), look for freelancers, or hire a stationary job.
