Is there a site with the ability to build a composite distribution from open source programs?

A couple of years ago I came across a site with the possibility of online compiling and downloading a distribution kit from free programs (codecs, players, browsers, readers, etc.).
Tired of downloading everything separately each time you reinstall.

1) why reinstall?
2) what's wrong with, say, dpkg --get-selections >packages.txt | installation | dpkg --clear-selections && dpkg --set-selections
